Settsu was the second of the Kawachi class, commissioned in 1912 with twelve 12-inch guns of two different barrel lengths. She saw little action in the First World War.

She was disarmed under the Washington Treaty and converted into a radio-controlled target ship, later serving as a target for aircrews training for the Pearl Harbor attack. She was sunk at Kure in 1945 and scrapped after the war.
